The members are 48 countries and the European Commission.
Full members
BFUG membership is based on the membership of the European Higher Education Area (EHEA). The EHEA currently has three categories: member, consultative member and partner.
The EHEA / BFUG members are 48 countries and the European Commission.
To become a member of the EHEA, countries have:
- to be party to the European Cultural Convention
- and to declare their willingness to pursue and implement the objectives of the Bologna Process in their own systems of higher education.

Belgium Flemish Community
Belgium is full member of the Bologna Process / European higher education area since 1999.
Belgium French Community

European Commission
The European Commission is full member of the Bologna Follow-Up Group since 1999.
France
France has been full member of the Bologna Process / European higher education area since 1999 after signing the Sorbonne Declaration calling for an EHEA in 1998.
Holy See
The Holy See is full member of the Bologna Process / European higher education area since 2003.
Kazakhstan
Kazakhstan is full member of the Bologna Process / European higher education area since 2010.
Liechtenstein
Liechtenstein is full member of the Bologna Process / European higher education area since 1999.
Lithuania
Lithuania is full member of the Bologna Process / European higher education area since 1999.
Luxembourg

Montenegro
